That was Forte in Vac, Hungary, and I can confirm that this was the case.

Kodak's current environmental management is excellent and meets all
current requirements.  Some products - most notably Ektalure - were
discontinued because they could not be produced economically enough
while still meeting environmental requirements.  The emulsion of
Ektalure was loaded with cadmium.
