Windows 7 64 bit here. There may be confusion on exactly what Aram
described, Tina.
In Develop module if you click on one of the tools like Crop, its box
opens. In LR3 if you then scroll amonst other options lower down in the box
the Crop detail remains open and visible while everything below scrolls in
under it, if that makes sense. In LR4 the opened Crop box is attached to
the top of the ones below and scrolls with them.
Depends on  how many you have open how much you need to scroll of course.
I'm not bothered personally and I would guess that it is a fix by Adobe,
not a bug (but maybe not one Aram wanted!). Seems logical that it has the
identical scroll behaviour to every other option. However they do have very
knowledgeable people that look at and respond on their customer forums.
Those are the venue for reporting faults or making feature requests
naturally.
