That way you set it to 70 degrees and it says there. With the regulator you get a set of filters to put in front of it. Then you are set up. I really wonder how many photographers were going out to buy water to soak their negs in before they hung them up? I'm sure decades went by before I ever met any. I'm afraid I still think of it as a bit of an odd and unnecessary thing to do. I've developed my negs in Chicago. St. Louis.
