Subject: [Leica] Freeing up a very stiff polarizing filter?

I have a 60mm circular polarizing filter from B&W that has become VERY stiff 
- as in rotating the polarizing component takes a whole lot of torque.

Is there a recommended method for freeing up something like this? Is it 
repairable?
