These were contact printed with both having the emulsion side down, so the copy negative is slightly blurred. The negatives were registered in the enlarger and then printed with a much higher contrast grade of paper than normal. Obviously this is not a 35mm thing. I have seen quite a few prints made this way, and most of them hurt my eyes. I don't know what the author is referring to in "flashing". Pre-flashing the paper with no negative in the enlarger is for contrast control, but not for sharpness.
