U.S companies with valuable intellectual property (e.g., Cisco, Google) 
can keep earnings offshore and free from U.S. income tax (or most any 
income tax), so long as the money is not brought back into the U.S.  If 
you can't invest it in the U.S., you invest it somewhere else, like, say 
500,000 surveillance cameras in China or wherever else you can turn a 
profit.
