Oh Frank, don't be silly. Of course there is tilt as well as rise fall. 
There is 
also swing if you turn the tilt sideway and shift if you turn the body 
sideways:

Alpa is kind of a build your own system. There is 24degrees of tilt, which 
sounds like more than you'd ever use in normal landscape photography, but 
you 
have to remember if you'e using a 645 sensor in the landscape position, the 
tilt 
has to be more extreme as the top and bottom of the sensor are closer to the 
center.

I'm pretty excited about the kit; really light and really sharp lenses.
