I am not surprised. When I look at the "most popular" of my photos on 
Smugmug (greatpix.eu) there is also a semi-naked model walking around at the 
2006 Photokina among the favourites.

But if you think your images on Flickr are being used commercially you 
should at least  send a lawyerly-sounding mail to the offender.
