Trying to rank bad legislation would be a daunting task, maybe even 
impossible.  Where would you even start, in a population consisting of 
very little if any good legislation?  Maybe a point system, maybe bonus 
points for poor drafting and unintended consequences.  Whatever, I agree 
Dodd-Frank would at least be in the top 10.  IMHO.
