Correction--the police in the USA could give a s___ about small time 
Internet scams. They've got a lot bigger fish to fry.

Americans are not more honest, but they're easier to have punished if they
cheat another American. The police here will track down and lock up
scammers, but they cannot touch scammers who operate outside the USA. I
imagine that's true of any country....that selling to people in your own
country is safer than sending stuff to people elsewhere.
