Meadowlarks spend a lot of time on the ground looking for grubs & insects. 
I'm guessing the long toenails are for scratching the ground, though that's
a behavior I usually associate with sparrows more than Meadowlarks. 
Possibly the toenails grow as long as they do because they're subject to a
lot of abrasive wear.  Thanks for your comments!
