Larry,

The first with the horizon tilted is the better photo, shows the dynamic 
action of the activity.  I would also maybe darken it maybe a half to a full 
stop.

I have a picture of my wife at the helm of a sailboat that I want to use in
an article about women who sail. The first, with the heeled boat and the
tilted horizon, is how the scene subjectively felt. I don't know of anyone
who became seasick by looking at it but some people are disturbed by the
angle.

The second picture is rotated and cropped so that the horizon is level.
