One can certainly observe EFFORT in the on-going tug-a-war.
This tug-a-war game will probably never be over.
Yet one can see who's pulling in which direction.

Good intentions apply to the those of us on the sidelines.
Anyone with their hands on the rope goes beyond simply intentions.
