Subject: [Leica] should cameras with silent shutters be outlawed?

Sorta like the proposed law requiring hybrid cars to make artificial 
noise so they don't steathily sneak up on you as you cross the street 
while texting. OTOH, IIRC, the issue was small children, not so much 
adults. Maybe also the blind.

Did this ever come to anything? Think maybe it was in California.
