I believe that the only possibility of a solution to the reliability problem 
that you have posed, given the constraint that it be usable from Windows, is 
a distributed SAN (Storage Area Network) system that holds all of your data 
and that your computer will access via Fibre Channel or gigabit ethernet. 
You would rely primarily on background internet connections to synchronize 
the two nodes of your SAN system but there would be a way of carrying a USB 
thumb drive back and forth in order to 
accelerate the movement of data.

This is not something, as far as I know, that you can currently buy and plug 
in and install.
