Subject: [Leica] The Owens Valley

When I was an elected official, I took a 3 day tour of the Owens  
Valley, sponsored by the LA Water department. While the Water Dept.  
certainly had its own point of view, I still came away with a sense  
that the residents of the valley have as much of hand of what  
happened in the east of the Sierras.

Anything prior from this location, just outside Bishop, is owned by  
agencies and private individuals. What they choose to do with the  
water, or not do with it, was entirely at their own discretion.
