A bit analogous to the satellite TV issue where for example Sky cannot be officially sold outside the UK and Ireland even though physically the satellite signal is received in most of Western Europe, and there are plenty of Brits who have Sky here in Spain--but always based on an address in the UK and a UK-issued credit card or bank account.
