Or until Merkel, Sarkozy, Brown, Tusk et al drop a veto on everything just after everyone was in unanimous agreement. Then they all agree to have another meeting in whichever part of the EU the sun will be shining and where the food is excellent (and argue for weeks about whether Putin should attend). It would be a true perpetuum mobile - only that involves motion.
