Better income tax control might be a side effect of the new rule, but was 
certainly not the reason for the change. eBay owns Paypal and forcing the 
members to use it as only payment option brings them more money. Nothing 
less surprisingly than this in a economic world. I guess eBay gives a f&%? 
how honestly their members declare their ebay incomes.
