When power fails, and everything in the house turns off, sometimes devices 
power up in the wrong order. Most network-connected printers will make one 
attempt to initialize themselves on the network when they are turned on. If 
the printer turns on before the network is ready for it, it won't work.

In recovering from a power failure you usually need to re-powercycle all of 
the devices but in the correct order. DSL modems first, routers second, 
computers next, printers last.
