You're right, let's take this example with prices of bhphoto and a well-know dealer here in Spain [casanova] with today's exchange rates USA $5495 => 3445.48 ? ESP 4795 ? - 800? (rebate) => 3995? so 549? ($876,35) euros cheaper in the US *before* having any rebate there. As Frank said, money is money and in this case, a lot of it, so is pointless comparing the rebates.
