Alas, 200 Paul is just a building on Paul Avenue in San Francisco:

It was built in 1955 by R.H. Macy and Co for use as a warehouse; in 1999 it 
was converted into a communcations hub. It is especially suitable for that 
because it is located right next to the Southern 
Pacific train tracks. Of course, those same tracks are why Macys built its 
warehouse there.
