For this particular quail it's common behavior.  The males stand guard 
watching for threats while the females usher the chicks to one hiding spot 
to the next.  As long as there's no immediate threat the male rests one leg. 
 It took a couple of hours beore this bird became relaxed enough to raise 
his leg.
