Under "Preferences" > "Memory & Image Cache", and there you can set  
the amount of memory allocated to PSE 4.0.  Mine's at 70% and that's  
acceptable.

PowerBook G4, 1.67 GHz, 1.5 GB ram, OS X 10.4.9, Photoshop Elements 4.0.
