The Swiss are much more sensible than this. By law, every Swiss home  
must have a fallout shelter, and you are supposed to keep a supply of  
canned goods, bottled water etc. in there. Every single Swiss home I  
have ever visited had such a shelter (sometimes a shared one) and  
every time it was being used as a wine cellar :-)
