After a second look, and a closer look, I can see the carbon and porcelain "lightning blocks" on the frame. So we are looking at a main distribution frame on the outside plant ( outside cable or subscriber ) side of the frame. The jumper wires from here will go to another block on the horizontal side which will correspond to a phone number in the switch.
