Domke F1X ( Little bit Larger bag) fits......   as well as several others... 
 Check on the Tiffen.com site..... Using the available
inserts, almost anything will fit, if only for transport to your 
destination.  Then switch to something more appropriate in size for
your actual walking kit.

I looked up my favorite LowePro PhotoTrekker.... Not close in thickness.

The real problem is that if you travel, and get your stuff "there", and then 
the local "there" does not allow you to carry on your
stuff, what do you do?

There is an untapped market for Travel Camera Bags..... something that 
specifically reaches the maximum of the airlines sizes... and
provides a carry on convenience of safety.

The new size regulations for cabin baggage limit the size to "56cm x 
45cm x 25cm (22in x 17.7in x 9.8in approx), including wheels, handles 
and side pockets".
