I'd suggest buying something around $1000-1400 from either HP or Dell.  That
should include a moderately fast processor, DVD burner, an adequate hard
drive and 2 gig of memory.  That seems to be the sweet spot these days in
terms of bang for the buck.

I bought an HP almost a year ago.  2.8 GHz.  300 gig hd.  2 gig ram.  Was
right around $1200.  Photoshop CS2 flies.  :)  Should be able to get a
faster system for about the same price today.
