Hi Peter,
Yes I can use them but not very easily.

The negs and slides are kept in environmentally controlled vaults.... that
is if there's atmosphere at 40 f degrees below zero..:-)

To gain access I'd have to make a request to use them, fly to Ottawa after
they set the date when some of the material has been brought out of freezing
and into the environment of the inner lab where I would have to work...
again under completely controlled conditions. No negs nor slides would ever
leave the room. Period!!

Any material selected for consideration would be scanned by an approved
scanner and handled by one of their technicians. We couldn't go through and
select a pile of negs and slides...... it would be "one image at a time,
scanned, printed and the original returned to it's individual file. Select
the next! Yet this must be done as quickly as possible so the files can be
returned to frozen condition as quickly as possible.

And the complete collection of however many hundreds of thousands would not
be de-frosted at the same time.

When I asked about using the collection earlier they offered.... "Yes it was
possible but very time consuming, why not move back to Ottawa as it would
save a great deal of flying time?"

Anyway the simple answer to your question is..... "Yes I do have access."
