The old part of the city requires a $50 permit to photograph in. Park Rangers even offered help with making sure nobody walked in front or behind the shoot. Worth $50 to me. On some wedding photographers forums there are allot of heated debates on California's enforcing permits on beaches, city areas. Some of the permits are $500.
