Same here in Sweden, but even our tough inspectors are critical.

It isn't that they don't meet EU emission controls. It is because they
do not have catalytic converters.

If you get a new one, tank it with unleaded (there isn't anything else
anymore), change the oil at regular intervals and keep them tuned, the
the emissions are on par with modern cars with catalytic converters.
BUT ... they don't have one ... and they are required.
