I have done XTOL "full strength" and then 1+3 for a while and have no 
problem with it. When the solution ran out, I switched to DD-X because I 
found mixing liquid as needed is easier for me. Since you said on your 2nd 
msg that you are trying a 2nd batch, then we can eliminate the developer 
itself right? Unless you are unlucky enough to have 2 bad batches? If it is 
not the developer itself, then it must be:
- somehow the solution is exhausted? Have you checked the bottles? Anything 
funky about the water?
- somehow the solution is not making contact with the negatives? Are you 
using some sort of prewash and somehow something is sticking? How about the 
tanks? Are they clean?
