I think you might possibly have a dud. Mine, and Tom A's that I 
tested against the 21 ASPH, 21/3.5 Ricoh and 21/3.4 SA were 
definitely at their best between f/5.6 and 8, and were down by f/11. 
Difraction was becoming apparent.
