Not shure. It depends how much the glass of the front element is affected. 
In many cases only the coating is scratched, and then a lens polish and 
recoating can be done. 

John van Stelten of http://focalpointlens.com has recoated my collapsible 
summicron past year, and it's almost flawless now though it was 
significantly scratched all over the front. Recoating and CLA was around 
$200 - not bad as I had got the scratched summi alsmost for free.
