I grew up in Washington DC (well, its near suburbs).
This meant, of course, that I didn't need a hotel.

But when I visit these days, I need a hotel.
There are very few decent low-price hotels in the city itself.
I usually stay at the Red Roof Inn on H Street when I need to go to meetings 
at or near the Hay-Adams. If that's full (rare) I stay at the Embassy Inn on 
16th st.
These are cheap, austere, and adequately safe. And close.
