If you are elsewhere, it is likely a kinsman of the bluebird. They are related to the thrushes. The spotting you see around its neck points to a first year bird who is getting his adult plumage. But the overall dull color, with red on its belly and with the blue back, may make it just a drab adult getting his annual new feathers.
