My version of CS2 uses the word 'color' throughout rather that the
British spelling of 'colour'. Not too much evidence of 'language
localisation'!

No, it's always been like that, a long time before the $ went down. I
have 
PS registered since v1.0 and Illustrator since v.88. Adobe "justifies"
it 
with "additional costs for the language localisation". This is not true
for 
two reasons:

- England has a mostly similar language version as the USA but pays
double 
price (the only diference are the default print formats and maybe some 
specific terms in the menus)
