I like it, but I can't quite tell you why. It has a sort of kinetic tension: the leg raised, the taut umbrella, the windshield wiper in mid-stroke, that conveys a certain energy that punches through the lack of precise detail and generally low resolution of the image field. I don't suggest that it's a great image, but it's an interesting one. Cheers!
