Troubling to say the least, in particular the article about an 'election 
chief' making a 'rule' with the force of law that you cannot photograph 
voters waiting in line- I am assuming this would apply even if you were 
on a public sidewalk, and outside the proscibed distance for 
electioneering. It is bad enough for judges to enact laws from the 
bench, but for some minor official to circuscribe first amendment rights 
is outrageous!
