Tom,

if you look at the picture of SELSY on p105 of "Leica Accesory guide" 2nd 
Edn -
Hove books there is a photo showing a mounting bracket for the flash unit. It
looks very much like your l1.jpg. I presume that the millisecond delay 
(which is
what the slider on the bracket would switch between) would be on the SELSY 
unit
itself (though for a IIIc the unit would be a SELIS). Otherwise it must have
become detached from the flash. Date Late forties to early fifties, New York.
