Same here. Between Canada and the US as well as parcels from Hong Kong.
I have only paid duties on new stuff from Robert White in England.

I can tell you my limited experience. I live in the US. I bought a used 
a Tely 400mm from Canada. It was declared as used photo equipment, I 
picked it up from the Post Office and no custom duty was due. Pretty 
straightforward.
