Karen,
Singh-Ray now makes a variable density ND filter that goes to -10stops.
So, if you want a lower EI for artistic purposes then that would be the
way to go.  Singh-Ray has it on their web site.

It's a major bummer that it only does ISO 200-1600. That rules it out 
as a digital lightmeter for us Provia 100F / Pan F / FP4 users. The 
histogram on DSLRs makes a great metering tool.  I'm even peeved my 
EOS 10D only goes down to ISO 100. Ideally, I'd like one that went 
down to ISO 50, even though Velvia 50 has been discontinued.
