G. Harold Carswell had been nominated to the Supreme Court in 1970 by Nixon,
and at his confirmation hearings before the Senate Hruska defended him by
saying 'there should be a place for mediocrity on the Supreme Court.'
Carswell was not confirmed.

> Former Nebraska Senator Roman Hruska once was quoted as saying: "What's
> wrong with
> Mediocrity?"
