Seems like a very fragile part of a very solid camera. It will only come up when a lens is on the camera. If you want to "see it" then put a SM adapter onto the camera and cock it, then depress the shutter release half way. It springs right up. BTW, I'm not a big fan of the "arms" in generally. By my estimation it is THE MOST broken part on all Leica's period! The only thing that comes close in my estimation is the little flip up lever on the rewind crank on M4-P's and on. (They get caught on things and break off.) Back to your M5.
