Yes. This is a very common scam. Almost every cleric gets a letter a week like this one.

There are many channels for donating money to needy persons in developing countries. Direct response to individual solicitation is not one of them.

There are indeed nearly a million children in Uganda whose parents died of AIDS, but almost none of them can afford international postage stamps. If you want to help, try the UCCF:
