It is NOT a great photo that captures a moment; it is a 'work of art' of
two models, that has come to represent young love, Paris as the City of
Love, in the way that the painting of Liberty at the barricades has come
to represent the French Revolution, and Normal Rockwell's illustrations
have come to represent a simpler America.

Do you guys feel the same about Doisneau's Kiss at the Hotel de Ville,
which was famously a set-up. (Why do people use the word "fake" I
wonder?)

I remember a lot of people were outraged at the time that the set-up was
confirmed, but it doesn't make any difference to me. It's still a great
photo that captures a moment.
