The Victory Medal was presented to some war correspondents in the British Empire during World War I. I believe that campaign "medals" or "stars" were awarded to civilians at least as far back to the Crimean War. There were differences between those awarded decorations for serving under fire versus serving in some other role.

Keep in mind, the world of one hundred and fifty years ago was very different then that of today.
