Richard, at this point I always scan the negative.  From my recent
experience I would suggest changing your scan resolution, make sure ICE
is off, and really play with whatever scan software you are using to get
the image right before you scan it.

Don, did you scan the Neopan1600 negative or the print? I haven't been
able 
to get clean scan of the Neopan negatives yet with my LS-4000
