When I was at the NYLUG meeting two years ago, the Leica guys were
discussing this issue and composing a memo about cutting off sales of
parts to individuals.  At the time, I thought they were not going to
sell to individuals, only dealers.  In hindsight, they were in the first
stages of consolidating their parts operation.

My understanding - and I welcome corrections - is that this is how Leica
has
operated in the rest of the world for at least the last year.  And as I
understand it Canada is now served by Leica USA.
