Gee, I don't live in Roanoke and, judging by his website, I'd say that
that your first description is dead-on accurate. ;-)(Which, obviously,
has nothing to do with his innocence or guilt in this matter.)

I read that as meaning that, in Roanoke, Bob may be seen as a soft-core 
cheesecake photographer instead of an internationally recognized 
photographer and editor, and a good photographer despite his 
often-criticized genre.
